T.38 is a protocol that explains how fax can be sent over a computer data network. It is required because fax data cannot be transmitted over the Internet in the same way as that of voice communications. The fax messages are sent as TCP/IP or UDP packets.

Some industries are still leveraging faxes, namely the legal and the healthcare industry, among others. They require to have the information sent via fax as it's the unique form to show that the document is legitimate and, thus, having the other party with a valid copy of the paper.
